Just to confirm, are you using the free service or you have Premium? Also, does this happen across devices or only on a specific one?

Keep in mind that on demand listening is a Premium feature. You can check the differences between the free and a Premium service here. Additionally, since the free tier on mobile has some playback limitations, such as selecting a specific song or listening in a desired order, moving the slider to choose a part of a track is also not currently available for created playlists or albums. However, it's still available in selected playlists created for you, like the Daily Mix or some podcasts as well.

On another note, if you have Premium, it's well worth running a clean reinstall of the app to get rid of any cached files that might be causing trouble.
