Chrome OS Android App not working with local files

 I'm working on a Chromebook with Android apps enabled, and have downloaded the Spotify Android app (not simply the web player) to stream and download songs. The Android app (like all Spotify apps) has the ability to take local files from a compatible device (such as a PC) and, when connected to the same Wifi, make them available to be downloaded on devices such as Chromebooks and Android phones. This is usually accomplished by putting the desired local file into a playlist on the supported device (my PC), then going to the playlist on the mobile device (in this case a Chromebook) and hitting the download tab. I have tried this multiple times with no luck. The tab is set to "download" but continuously reads "waiting to download" without any progress.

 

Has anyone had any luck getting local files from other devices to work on the Chrome OS Android app? Hopefully someone from Spotify will be able to answer this; it's an Android app, after all, and should be supported like on every other Android device. Not being able to upload local files is a major problem for me as I move to a Chromebook as my primary device.
