Outsourcing Spotify Apps development on eastern countries where Spotify isn't released.

Hi,

I have some visions to start a business sometime in the future which is primary focusing on developing spotify apps (and related stuff) on customer's behalfs. Customers is responsible for the app concept and the legal things but the company employees will develop the app according to the customer's specs. As my business plan is to etablish and hire programmers on low-cost markets like India, Thailand to do the jobs, I wonder how I can give them access to the Spotify service on my behalf, as Spotify is not available in the east part of the world. I wouldn't like to have to purchase a premium account for each (Image I would be a large company and hire 50-100 people) to allow them build the app for our customers.

This is just a vision but I wonder how business like that could do this? 

Please notice that I have no possible and/or plans to start this in the near future, this is just only a vision.
