Accessing playlists from laptop on mobile phone

My Question or Issue

I have some music on my laptop that I would like to access through Android.  I have attempted to transfer to files over to my phone, but Spotify will not recognize them.  I have attempted to download the playlist via the Spotify app, and this in only partially successful.  The download process only makes is 10%-20% complete before stopping and never completes.  I have plenty of room (30+GB) on both my internal storage and SD card.  I have tried to change storage from my SD card to internal storage and vice versa.  I have attempted Offline mode, etc. With all this being said, I am still having issues accessing the music I have on one device to my mobile device.  Can someone please help with possible solutions?
