Are you talking about spotify content or local files you imported into spotify on your PC?
You need to download them to your android following the steps here. Make sure they fuly download and each song has the green arrow next to it.
Could you see if you can play these directly using the default music player from the cache folder? The local files can be found in android/data/com.spotify.music/files/spotifycache/users/username/localsync/
The flder is on your phone so use the built in file manager.
If the "localsync" folder isn't there, your local files haven't been downloaded to your android but I've no idea why you have green arrows against them. Maybe the best thing is to get in touch with spotify direct here.
