Adding songs to playlists while offline not working

My Question or Issue

I camp often, and save a lot of new music offline so I can listen to it and add songs to my playlists and likes. Recently when I have done this, once I go online again any changes I made offline are gone. This is a pretty serious issue for me as I am offline a lot, and thus have lost a lot of new music I enjoy.

Could you please:

1. Confirm if it has always been like this or this issue has recently occured.

2. Disconnect all devices from your account here. 

3. Do a clean reinstall.
