Hello! Welcome to the community!

I'm not sure if this is what you mean, but according to Spotify's terms of use, each account is intended for personal use. Because of that, only one device may be streaming at any time.

 

You can log your account in multiple devices and even use Spotify Connect to control one device from another, but multiple devices can't play at the same time.

You can use it on 2 mobile devices... but not at the same time. As mentioned Spotify licence is for personal use and account sharing (2 people using the same account) is against the Terms & Conditions of use.
