Local file will download and play on one playlist, but not on another

Premium account here for one. I have a playlist that has "favorites" on it that has several songs on it that Spotify just doesn't have (Such as the studio version of Oh Well From Fleetwood Mac's Then Play On).

Now, it will download fine on one playlist to my phone. But when I make another playlist and put it on there, it doesn't even show up on the playlist on my phone. Not greyed out or anything. It's as if it doesn't exist. I've done the exact same thing in creating the playlist as I did my "favorites" playlist. Done from my desktop with the local files on it.

I even deleted the Spotify app on my phone and reinstalled it. The "favorites" playlist downloaded fine again, including the local files. But the newer playlist? Nope. Nothing. 

Looking through replies here, it seems many others are frustrated by Spotify's handling of local files and syncing to devices.
