Offline mode doesn't work

I have a newer Android device (smartphone) with the Spotify app. My phone is go phone so I do not get data, only wifi. I made several playlists and downloaded them (there is a green arrow indicating they are downloaded for offline use). When I turn my wifi off and try to play my playlists, the music does not play until I turn my wifi back on. I tried turning the offline mode setting on Spotify on and off and that did not work either. Anyone know why this is happening? Thanks.
