My Question or Issue

Whenever I exit Spotify and open another app, spotify quits and I have all permissions enabled. When I open Spotify, I receive a pop-up saying "Please enable app overlaying for playback outside Spotify" or something like that. In the notifications panel, it still says it's playing, when it's not! In the app settings, there is no permission to enable app overlaying or something. Help.
