Scroll bar does not work properly for large playlists

When viewing large playlists, the side scroll bar is hidden behind the top banner when scrolling from the top. And when interacting with the scroll bar it does not allow the user to scroll all the way down to the bottom of the playlist reliably.

Steps to reproduce:

1. View a playlist with about 1500 songs in it.

2. Start scrolling down the playlist.

4. At about the 20th song the scroll bar will start to become visible from behind the top banner. It used to always be visible as soon as the user started scrolling.

5. Once the scroll bar is visible, it can then be used to quickly scroll to near the bottom. The rate at which the scroll bar is moved down affects how close to the bottom the user can reach.
