Spotify offline download works after fresh download but stops working as soon as I close and reopen

Hey all, 

So this problem has been bugging me for a while now. I'm traveling and want to download albums and playlists to local drive. I can do it without a problem if I uninstall and reinstall the app but once I close out the app from my s7 edge, I can't download anymore once I relaunch the app. If I reinstall the app or clear the cache I can get it re-download but I obviously lose all the previously downloaded albums. When I try to download it, the little flick moves over to start but then moves back.

Ive tried reinstalling Spotify 

turning off the power saving option

formatting sd card 

allowing all permissions 

switching what storage device it saves to (internal v external)

clearing offline devices from account page

and a few other things but nothing works

One thing I noticed is that when I restart the app it seems to pick up my android as a different profile. The offline devices listed in the account listed three android devices even though I only have one.

please help!
