Why many people say "normal" quality is 96kbps ?

96 kbps will sound awful , im streaming on "normal" quality and it sounds nothing like 96 kbps , at 96 quality you will hear a pixelated sounds and drums will sound terribleIm pretty sure that normal quality is 160kbps , it even sound better than 128...
