no offline use for some local files

 About 30% of my songs (from the playlists that have my Local Files) stay greyed out when offline and they won't download. I am assuming these are songs Spotify are not authorized to play, but Spotify is supposed to play/download any non protected Local File.

I've already seen the myriad of other similar complaints and have tried all of the 'solutions' such as deleting all Spotify files and app and reinstalling app. Tried that several times.

Any new info from Spotify on this.
