That is probable because the label that holds the rights to the recording Columbia/Sony has decided not to make it available on the Spotify service. And also maybe the surviving band members have no drive as to make it available either, as the version of that release is looked on as a project by producer and lyricist Sandy Pearlman and original drummer Albert Bouchard? Although this wiki article here: https://en.wikipedia.org/wiki/Imaginos might explain that this release under the band name Blue Öyster Cult is somewhat contentions among the fans of the music from the band, and also among the still living surviving original members of the band from the 70's-80's popularity of the group.
