If you're referring to the Collaborative playlists (as shown here), any users marked as collaborators would be able to both add and remove songs from the playlists. This is the expected behaviour of the function 🙂
In case this isn't in regard to the Collaborative playlists but is about something else , do let us know and we'd gladly take a further look into this.

Tip: Adding a screenshot can always be helpful.
