Why is Periphery 1 album unavailable in South America?

As the title says, the album "Periphery 1" from the band Periphery is not available for streaming in South America, or at least in Uruguay and Brazil.
Is there a reason to be regionally blocked?
Can this be fixed?

Thanks for coming to the Spotify Communtiy. Spotify works hard to have all the world's music available everywhere. However, as you mentioned, some tracks and artists aren't currently available. You can learn more about this here.
