Offline download reset on only 2 devices

My Question or Issue

 I have this isssue when I download music to a second device it always resets the download on the 1st device meaning basically every day it is redownloading 2k+ tracks! yet faq says I should be able to store offline music on 3 devices!

I have uninstalled and reinstalled, cleared all the logged in devices on my Spotify account multiple times and it just won’t stop, very frustrating as I only use Spotify for offline use. I will move to one of your many competitors if this is not resolved!
