Won't play local files

Device: iPhone 7+ iOS 12.1, MBP 15" High Sierra

This issue happens regardless of the device I'm playing. Simply put, when I try to play a song in Spotify that is a song I have saved locally, it will not play. I get the error "Spotify can't play this right now. If you have the file on your computer you can import it."

The challenge is, the songs are already imported it happens without fail on every single song I have saved locally.

For further detail it happens in each of the following scenarios.

1.) I search a song, "Thriller" and I want to stream the song from Spotify. Error.

2) I search a song, "Thriller" and I want to play the local file. Error.

I can add the local files to playlists, but they will not play. I have gone in to settings and turned off the radio buton to sync w/ local files and that still doesn't do it.

Please help.
