Can only "Post to Followers"

When I try to send a song to someone on my friendslist, it only gives me the option to "Post to Followers" and nothing else. The dialogue box seems to glitch out for half a second and I can see all the other options like "Send To" but it just defaults to "Post to Followers" I am on the most recent version and it also happens to the one on my tablet and phone.
