Drag and drop playlists into folders does not work

I am unable to place playlists into folders. When I drag a playlist to a folder, the "+" box appears to indicate the playlist will be placed into the folder. When I let go of the mouse button, the playlist is inserted above the folder instead of inside the folder.

This is occuring on both my Windows 10 and Windows 8.1 computers. I've reinstalled Spotify on my Windows 10 computer and that has not fixed the issue. 

I currently have Spotify version 1.0.45.186.g3b5036d6. I'm pretty sure the issue started on an earlier version of Spotify as it's been going on for over a month now and Spotify has updated since it began.
