Everything syncs except liked songs

My Question or Issue

I have spotify on my phone and on my laptop. Everything syncs correctly EXCEPT liked songs. Deleting playlists, moving the order, adding and removing songs to playlists works fine. But liked songs do not sync under any circumstances. If I like a song on my phone, it will not be added to liked songs on my laptop. If I like a song on my laptop, it will not be added to my phone.

The only "workaround" I've found is to entirely reinstall the desktop app - then my recently saved songs from my phone appear on the desktop app. This is not a solution, and it's ridiculous to suggest that I need to do a reinstall every time I want my liked songs to sync, so please don't suggest it.
