I am having the same issue. Songs liked since 25 January aren't playing with the same error message.

Just to confirm, is this only happening on the desktop app or on the web player as well? Also, does the same happen if you change the sorting in the Liked songs playlist?
On another note, would you mind checking if the same happens if you use a different internet connection?
It's also worth logging out and logging back in on the affected devices twice in a row to see if that does the trick.

This is the desktop application on Windows. I tried logging out and it is doing the same thing. It didn't matter if I filtered by title / album / date added the song at #1 refuses to play with the same error message: "Spotify can't play this right now. If you have the file on your computer you can import it".
I tried the Web Player which had no issues.
As Horizon22 already mentioned, then the Web Player has no issues, logging in and out twice didn't change anything, and sorting the songs resulted in whichever song was then in #1 still not being played with the same error.
My PC is usually connected to ethernet, so I tried a different WiFi and then my phone's 4G mobile hotspot, but unfortunately nothing changed - same error.

Corrupted cached files can cause different issues with Spotify's performance so it's a good idea to also give the app a clean reinstall with the steps in this article.
On another note, you can download Spotify both from our website and Microsoft Store on Windows so it's even worth checking if the issue would persist if you delete the current version you're running and try with the other one.

Tried uninstalling and reinstalling.
Initially it worked right after reinstalling from MS Store, but as soon as I selected another song and tried #1 again, it gave the error. Uninstalled+reinstalled again, but this time from Spotify website - worked initially again after it redirected to web browser window for login confirmation, but as soon as I sorted by album and tried whichever song was #1, it gave the error.
I then uninstalled+reinstalled like 2-3 more times from MS Store and the last reinstall seems to be stable. I also tested closing and reopening the Spotify Windows App a few times and even restarted the PC - so far looks good.
I will check if it still works properly tomorrow and wait for Horizon22's outcome with the reinstalling, too, before marking the issue as solved. But so far looks promising.

A clean reinstall and rebooting the PC following the instructions appears to have worked.
The issue has unfortunately reoccured again this evening. Evidently there is some bug here to be investigated.
Hey again, @Horizon22 and thanks for getting back with an update.
Upon checking further, Windows allows users to set a default output to individual apps, so that one program uses headphones and another defaults to speakers. Even if you set your overall default device to one setting, Spotify might still have a different one instead. Please check out this article on how to edit these settings and let me know if this makes any difference.

I'm not sure what the sound settings has to do with the problem considering the app is otherwise working normally? However I have checked my settings here and there are no issues; everything is set to default (my headphones).
I reinstalled again last night, got it working again but again today it is again failing to play #1 song in my Liked Songs no matter what ordering (e.g. album / date added) and no other playlists have this problem. I cannot keep reinstalling the app every time as this is not a practical solution nor does it appear to work long-term.
Everything was working fine for me since my last post couple days ago until my PC crashed momentarily today for a second - black screen and webpages had stopped working. I had to refresh tabs on my browser to see and use the websites I had open.
Later when I remembered this had occurred, I went to check the #1 song in Liked Songs got the error again. Depressing.
I understand that my issue might be related to my PC black screening, but if refreshing websites to be able to use them again is a simple solution, can't there be a simpler way to restore Spotify's state, or somehow avoid whatever corruption is happening with Spotify's files? Reinstalling does take a minute max, but still annoying if every other program works fine.
I guess Horizon doesn't have the black screen issue, so there's still some underlying thing that causes this very specific Spotify issue - only the song that is #1 in Likes Songs is affected, everything else works fine.

Could you check if this happens only when you have Shuffle enabled for your Liked Songs? Or does it always occur, even when Shuffle is toggled off?
Shuffle currently toggled off.
The exact version of Spotify you're running would also be greatly appreciated.

Yes I turned off shuffle and voila, it played the #1 song! I tried turning it on/off a few times under different ordering (date added / album etc.) and worked every time shuffle was off, and failed every time shuffle was on.
My version is: Spotify for Windows (64 bit)
1.2.29.605.g66a43ceb
I have the same Spotify version for Windows (64bit) as Horizon22 and same experience with shuffle on/off - having it on gives the error, turning it off allows the #1 song to be played.
