Just to confirm, are you getting this error message when you're trying to subscribe for the first time? If so, we suggest that you check this article to see if your payment method meets all the requirements listed there. Also, you can reach out to your bank/card provider to check with them if there's any error on their end. 

If none of those help, we'd recommend trying with a different payment method.
