My Question or Issue
If i like a song on any device other than the specific windows laptop, the liked songs playlist do not update on the Windows App. Even if i start the playlist on a different device, then select the Notebook as player, i play the correct new songs, but the liked songs stay where they are. Restarting device or spotify does not help. Deleting the spotify app and installing it again does help, but it is annoying to do it every time. I have this issue for weeks now and is only affecting the Client on the windows device. Other devices that work without any issues are one android device, one iphone, a macbook, sonos clients and alexa.

Since your other devices are working fine, it could be something specific to the Spotify Windows client. Here are a few things you can try:
Force your account to sync
In the Windows app, go to Settings > Sign Out and sign out of your account.
Then, close Spotify completely (via Task Manager if necessary) and sign back in.
Clear Spotify's cache
Go to Settings > Storage > Clear Cache in the app itself.
Another option:
Close Spotify.
Navigate to C:\Users\YOUR_USERNAME\AppData\Local\Spotify\Storage and delete the files in that folder.
Open Spotify again.
Check for updates
Go to the Microsoft Store (if you downloaded it from there) or the official Spotify website and see if there is a newer version available.
Reinstall Spotify (last option, but most efficient)
Since you mentioned that reinstalling solves the problem, it might be a matter of file corruption. If the issue persists, it might be worth trying the version of Spotify downloaded directly from the official website, instead of the Microsoft Store.

Downloading spotify directly instead from the windows store fixed the issue permanently.
I added more songs to the Liked Songs playlist from another device, but they do not appear in the playlist on my PC.
I use Spotify across many devices. The Liked Songs playlist is showing with the correct new songs on my iPhone and on the Web, so it is the Windows app at fault.
I have tried rebooting, logging out, resetting the app. Still does not update!
Version (Windows Store App):
Spotify for Windows (64 bit)

I'm on Windows 10 (but shortly going to update to 11).
I am having this issue too! The Spotify app on my PC is up to date, I tried logging out and in.
I managed to fix the issue by going onto "Apps > Installed Apps > Spotify" on my PC. From here, I clicked 'Reset' to reset the app. Logged back in and now my Liked Songs playlist on my PC is up to date with the playlist on my mobile 🙂

I am also facing this issue. It's been weeks. I have ever done the Reset the App via the Settings. It's so freaking frustrating.
The recommendations are showing my "You might like this based on.... X" and the "X" is a song I added recently that does not show up in my Desktop App....
