Spotify App on Windows wont sync songs

My Question or Issue

Spotify App wont sync my liked songs or any playlist i created. This issue is present since at least two years now. I thought waiting a few years and an update may help but its still not working. I also searched the community post and i'm not alone with this bug. Please dont answer with predefined messages, i already deleted and reinstalled the app, reinstalled Windows, tried to log in to my account several times. Spotify works in the webbrowser, i really dont get whats the problem here. I'm really tired of spotify since the App on iOS is just as buggy as on Windows. I pay every month just to be able to play the last 20 liked songs offline, every other song requieres to get back online. And now this with the windows app... Its just really frustrating. Is there a way to export my playlist and liked songs to apple music etc? I regret the day i registered on spotify...
