Spotify app for Windows 10 - Windows phones, Tablets, PC and Xbox One

I have been trying to get Spotify loaded in Windows 10. I have spent hours reading and trying different solutions without success. Using Windows Safe mode I can get Spotify loaded. When I reboot I can get logged in, but then it exits the application and attempts to reinstall it which then fails. Everything I have found on the Web is specific to Windows 8. I have looked at Group Policy, but I am not sure which setting might be preventing me from installing or running Spotify. I am also getting an error code 16 for which I find no reference. Is there a way to prevent Spotify from looking for updates? There's not much point paying for premium if I can't get the program to run.
