Spotify not saving downloaded tracks

I am using Spotify on a windows 8.1 laptop and a number of saved playlists.  I can download any of my playlists by moving the toggle.  However when I reboot, the toggles are back to OFFLINE mode and no music is downloaded.  I have synced also to an android phone which works, but I thought up to three devices could be synced.

Any ideas?
