Starred playlist won't update

I wanted to clean up my Starred playlist. I attempted to delete all the songs off of it in the Windows desktop client, but the changes wouldn't take. Finally after deleting the tracks a bunch of times the list now shows up as empty on the desktop client, but still shows many songs in the web player and on my iPod. It seems like this playlist will not sync up across the various platforms and is causing lots of performance issues.

this issue is causing the web player not to load my playlists and the starred playlist won't load on roku either.
