WHY DOES THE DOWNLOAD FACILITY TAKE SO LONG ON MY PC LAPTOP?

Why does the DOWNLOAD facility take so long when I sign onto Spotify on my Laptop. It downloads and downloads and never finishes.

I thought that DOWNLOADS are stored locally so NO need to wait for a download?

Please resolve this issue. SPOTIFY is rated as the best music listening application but that constant waiting for downloads is very unproductive.
