Welcome to the Spotify Community!
Are you referring to the Ctrl + Arrow key binds?
If so, note that in order for them to work, the Spotify window needs to be in focus. Or do they not function even then? Are you able to hover over the volume slider and use the mouse's scroll wheel to raise/lower the volume?
A bit more info on what's happening on your end would be greatly appreciated. Feel free to also share a short screen recording which captures the described behavior in action so we can take a closer look.
