Can't rearrange tracks in a playlist (drag and drop function not working)

I had previously had no problems moving tracks around my personal playlist, now when I click and drag on a track an error shows up in place of my cursor (circle with a line through it) as if the tracks are fixed. suggestions?

Hmm, that doesn't sound right, let's troubleshoot this 🙂

Would you mind letting me know the following:

1. Your device
2. Your device's OS
3. The version of the Spotify client (You can find it under About Spotify)

It should help pinpoint the issue. Also, if you haven't already, would you mind trying a clean re-installation? That usually helps.
