Data usage settings on Windows 8.1 phone does not work

Hi,

Spotify on my Lumia 930 does not honor the data settings.
This is what was done:
1. I turned off my wifi connection at home and activated the cellular data.
2. Opened Spotify and went into setting and turned on the offline setting and the kept the "Download over 2G/3G" turned off.
3. Went back to the my playlist and selected a new playlist to be offline - yes it did say "Spotify is offline".
4. The app began downloading songs.
5. Quit the app. I turned off the phone. After a restart, I checked that the wifi was still of and only cell data on - it was.
6. Repeated step 3 and songs were quest to be downloaded - yes it did say "Spotify is offline".
7. Checked the settings within Spotify, they had not changed - yes it did say "Spotify is offline".
8. Checked my Data Usage on mm Windows 8.1 Nokia Lumia 130,  the data information had increased.

9. Quit the app again.

The app downloaded a song from a playlist I had not previously had in any other playlist when I selected that playlist to be avialble offline although I had set the app to not "Download over 2G/3G". I do have a 4G connection. I'm sure it's not that simple.

This malfunction is absolutley unnaceptable and I would like to know how it will be addressed.

Can anyone else confirm this? I sadly broke my Windows Phone test device for bug checking!

Yes i can confirm this. Same problem with my Lumia 930.

It uses 3G data while the setting is set to Offline.
