Implement Premium for Family in other foreign countries

I was the first one to pay for a premium music streaming service in my family and I chose Spotify over any other competitor without any second thoughts. It was only around last year, a couple months after it launched in Romania. My family members were determined to switch to it too, so after a little research I came across the "Premium for Family" plan only to find out that it wasn't available in my country. We're using since then Apple's family plan because it's cheaper than paying for 3-5 Spotify Premium accounts. So, I'm wondering, what stops you guys to provide access to Premium for Family in other countries, because from my point of view it is only a loss of $$ and potential users.
