how to remove members from family plan

It does not allow me to remove or edit members on family plan

The plan manager can add or remove members on their Family page.

1. Go to your account page.
2. Under Subscription, choose Manage members.
3. Select the option to either invite or remove members.

I've attempted to do this numerous times on different devices, the option to remove someone isn't available. I have a random phone # on my account and it's not mine. I need to have them removed
