can't upgrade to student premium

I have applied and verified through sheerID and it tells me due to having a standard premium account via Google store to go to app to change plan, but on the app it doesn't give me the option to transfer to student premium despite being verified? won't let me change my plan on the website kee getting same prompt to change it on app.
