Every month get an "cannot charge you" error

My Question or Issue

 I've subscribed to Premium and pay using my card. Every month I get an error "we are unable to charge you", then I have to go to your site and change the card information to the same one every time only to receive the same error next month. Is it an issue on your site or rather on my bank? I use card issued in by Equa Bank in Czech Republic.
