I can't get a premium account, it says I am not eligible

Hi,
I'm from Quebec (Canada) and when I want to subscribe to a familial or duo premium account, this message pops in : Sorry, you're not eligible for the plan you selected. But here are more ways to get Premium!
I have tried many troubleshooting solutions but it still don't work.
Those are the step I have already tried :
- Try with a private / incognito window, where no data is stored.
- Try clearing your browser's cookies and cache.
- Try with another browser.
- Try with another device, for example, a computer instead of a phone.
- Try with another payment method (if available).
