My Question or Issue 

I recently added my spouse to Premium Duo. He was on it once before but I removed him as he wasn’t using it. I added him back but he was not asked to verify the address. He has his old library, but now he’s getting ads. We want to stop the ads. Help.

It sounds like the invitation to the plan didn't work and your spouse's account is still on free. Can you confirm you've followed the steps outlined here?

 

If it still doesn't work, please describe the process in as much detail as possible and if possible, provide screenshots of how things look on your end.
