"3 Months of Premium for $0.99" Payment NOT WORKING

I've tried 4 different credit/debit/prepaid cards and all of them keep getting the little red error box that says "Payment failed.  Try again, or use a different payment method.  Get help."  I tried paying with PayPal three times to no avail.  I've been through all the payment troubleshooting help pages and can't figure out a reason why this offer won't work.  I'm eligible for the offer and have double and triple checked that all settings and numbers are correct.  What gives Spotify?
