My Question or Issue

My Desktop PC is attached to an Ethernet (i.e., hard-wired) network, but my mobile devices are attached to a Wi-Fi network.  I can create local files on my Ethernet-networked PC, but I cannot play them on my Wi-Fi-networked mobile devices.  In Spotify, how can I create a local files folder on a cloud storage service that can be accessed by my mobile devices?

You can't with Spotify. The only way to get your local files to your mobile devices is to sync them from your computer over wifi.
