My Question or Issue
I cannot see any Albums or Singles listed under the New Release section. Help!

Can you perform a clean reinstall of the app? This will make sure there's no old cache files causing this.
If that doesn't do the trick, can you log in on a different device to see if the issue persist?

After doing some research with the info you've shared with us, we can say that it's possible that the New Releases doesn't update yet in countries where Spotify was recently launched.
We can't commit to a timeframe for when or if this will change in the near future, but make sure to keep the app always updated.
