My Question or Issue

Since the last month the top 10 songs on my "On Repeat" Playlist have not been updating. I have been listening to other songs and for a lot more duration of time but still the first 10 songs are same while the rest of playlist is changing. This has been happening for the last month.

I have tried logging out of all devices and still faced the issue.

Kinda the same here, let alone the top 10 on that list is still the same but the whole list has been the same for the last 11 days according to the list itself that marks every track was added 11 days ago, not changing at all any track. Try removing the playlist from your library and give it a day or two. Hopefully it will update then. I faced this issue too beforehand and this worked for me. Now my playlist is updating but the top songs are not.

Didn't work. Still the top songs are not changing even tho I m purposely not listening to them

We understand that your On Repeat personalized playlist is not updating as expected. You can check the thread suggested earlier here by @Amayy, and also another one here, where we've provided an extensive explanation on how this and other personalized playlists work.
