If I want a playlist to be private, can my friend still view it if I give her the link?

Yes, you can share the link to a private playlist with a friend by copying the playlist link and pasting it in a message or email; your friend will then be able to access your private playlist. Just felt like adding that if you're looking for an option to set your playlist on 'Secret' while also allowing your friend(s) to listen (or even add) to it, then you can make the playlist 'Collaborative'.
