All music available offline without setting 'Available Offline' - bug?

From my understanding you have to flip the 'Available offline' switch on an album in 'Your Music' for it to be available offline but it seems like EVERY single song in 'Your Music' has downloaded automatically for me, i tested this by saving a new album then I went to it in my music and saw the spinner next to the song downloading it. See screenshot. This is very annoying because it's taking up a lot of space. I don't want many if any of these to downlaod to my phone, I just want to stream them.

Is this a recent bug? I feel like it never did this before.

Are you sure they aren't offlined from another location/playlist? (Green arrow shows in all locations in the app even if it's not "offline" in the current view).
