Followed & personal playlists won't sync for offline listening

I click the button to Save an album or follow a playlist and then wait for it to sync Your device and operating system - iPhone 6 iOS 8.4 Type of Spotify account you have - Premium The app version of Spotify you’re using: - Spotify v3.7.0 - Currently with 40.7GB of synced music - Cellular access is disabled for Spotify - only allowed to use WiFi to sync Any screenshots, if they can help to explain your issue: - Picture lots of tracks with the grey download arrow which eventually changes to red arrows, which then disappear once you change views to another album/playlist etc

If I close the app down, restart it, and go to MY MUSIC, I see a small bar appear between YOUR MUSIC and PLAYLISTS saying:

     Available Offline Progress      0 of 435

with a progress bar underneath it (counter never moves from zero).  This stays up for about 10 seconds before disappearing until the next time I start the app.

No indication of how to view logs to account for why this won't sync...

Could really use some help for this - where is the tech support for my PAID subscription?
