Google play store says spotify Is installed but it is not

Are you sure you don't mean Apple App Store? If that's the case try to turn off iCloud if you have it enabled, then turn off your phone and keep it off like 60 seconds then turn it on again, and then connect it to your computer and open up iTunes and let the iTunes install Spotify for you.
