Like on PC, can I add songs to my playlists from other sources?

Device: iPhone 5s

Operating System: iOS 11.4.1

My Question or Issue: As the title states, on PC you can add songs from your computers files and add them to playlists. This is really helpful because Spotify doesn't have ALL the songs I would like. Is there any way to do this on my iPhone via the app? I'd love to expand my playlists just like they are on PC. Thanks for the help!
