Local Files syncs, but doesn't play on iphone

Hi, I have an iphone 4s and an ipad 3.  I synced my local files to my iphone and ipad but won't play on my iphone but does on my ipad.  No error message either just doesn't play.  Streamed music on spotify on both devices plays just fine.  Anyone know what the issue can be?  When I click on the song, it seems like it's going to play by looking at the graphics but just doesn't play.

I have the same problem on my Iphone 5. My local tracks will only play if i'm connected to my wifi but if i'm out and about they won't play the timer bar is grayed out. 

And i do have these as offline playlists.
