Local files will not sync to iPhone

My Question or Issue

I have been looking for an answer to this question for a while now, I have tried syncing my local files to my iPhone by putting them in a playlist and clicking download, but the local file songs never have the download icon next to them while the other songs are downloading. Nonetheless, I have tried on both Windows 10 and macOS to sync the songs to my phone, disabling firewalls and whatnot. I have also tried to connect my computers to my phone's hotspot, but to no avail. I am able to play the local files on the computers but I cannot play them on my phone as it just keeps bringing up the message that I need to sync them by adding to playlist, connecting to same wifi, etc. Not sure what to do anymore, would love some assistance.
